Is there a way to set up the transmission in my stock '99 so when the shifter is in 3 I only have third gear leaving D with all four gears?

When I had my car on the dyno, the tech was able to adjust the kick down so we could get a solid third gear run without jumping into second when he floored it. It still started off in first gear and went through second but when he romped on it, it stayed in third. I’m not sure if the computer can be programmed for different settings depending on the position of the shifter but I suppose it’s possible. I know if I select 2nd, the car leaves in second gear and D still has all gears. Just out of curiosity, why would you want to do that?
