Help! C3 back up lights

What powers the Red part of the back up light so that the red is showing when tail lights are on I was told when I bought my new lights that the red does light up? I must tell you that I own a Fiero and have installed 75 to 79 Corvette tail lights

I don't believe they lite up but are just reflective...
not positive though.

I agree with Bill. I don't think the red ring around the reverse lamp is a lamp. It's just a reflector.
