C5 Column lock Fuel cutoff?

Hi all--Paul the c4c5 specialist in his video says fuel cutoff was always in the computer from the factory--Others on other forums say the fuel shutoff was done by dealer who programmed into the computer as part of the gm dealer fix-recall--why would paul say that if it isnt true? I do believe for safety it was always there from the factory-:beer
 
c4c5 Specialist is correct.
UPDATE!!! This is about 20 days later--Battery was fully charged and got the 10 second message along with column steering and fuel cutoff--i had the LMC5 just waiting to be installed--took me about 1/2 hour--ALL IS WELL--so a fully charged 120RC battery IS NOT a fix for the column lock--a LMC5 is the ONLY fix!!! BTW I put my redtop optima back in--NO need for the bigger battery-
