After removing the carpet I found a plug in the middle of the floor pan on the passenger side, there was not one on the drivers side.

Resto 75 said they look like the plugs they use after they do a undercoat job on a car, (that was under the sill plates, these plugs being the same way).

Resto 75 said, They plug the access hole that are drilled so that the undercoat can be sprayed into the hard/impossible areas to reach.

I can deal with that.

My question is: are they suppose to be in or out underneath the carpet and what about the sill plates?

Do I leave em in or take them out?

I believe all C3s had them. They have nothing to do with an undercoat job on car. They are drain plugs in case you left your T tops off and it rained.
