Center Spoiler Install

Installing a new front center spoiler. The threaded sleeve in the frame tubing that bolt screws in is spinning and causing the bolt to cross thread and not screw in all the way. I figure the sleeve needs to be replaced. Suggestions on how to remove and where to find a new sleeve.

First off, Welcome to CAC. I can't help you with the problem, but is it possible to tap out the sleeve to the next larger size screw? I'll have to look at the situation on my car when I get home.
