Chrome Trim Oxidation?

All of the chrome trim on my 1981 , such as around the rear window, windsheld etc, seems to have a black paint looking substance on it, it is not paint tho however. I think it is oxidation of some sort. I can scrape it off, but thats going to leave scratches on the chrome. Can anybody tell me what to use use to remove it that wont harm the paint or the glass seals?
 
The 81's had all the window trim painted flat black, as well as the rocker trim blacked out.
 
On my 77 the windshield frame had the same blackout. It was wearing off as most do. I took some 0000 steel wool and carefully removed all the black. It looks great! The wool is fine enough to not scratch the chrome. It took me about 2-3 days to do it cause my fingers got tired fast though. Fot the grooves I used a small wedge of wood. I put the pointy end on a small section of the wool and just worked it slowly in the grooves. :beer
