Your console is coated in a very thin layer of rubber. That is what is peeling off. I believe Chevrolet started this after '92...but I'm not 100% sure about that. So sanding and painting would not be very easy. You would have to remove all the rubber first. You'll have to replace the entire console in order to repair it correctly. Unfortunetly, Chevrolet no longer makes them. So you are left with either salavage yard parts or see if you are lucky enough to find one. Expect to pay a pretty penny for it too. Another route would be to go with a '90-'92 console without the rubber coating. That could be painted to match. However seat controls are different so the openings may not match up. Good luck however you decide to go!

Is this what you're looking for?

It's even for a 6-Speed. It is the earlier version which is painted, so you can paint to match. Not sure if it will fit in all the places though, you can see by the change holder there is a slot for the lug key, which disappeared in '94 (I believe, may have been '93)
Just call me radar, its a gift;)

The Gentleman selling that part on EBAY is in New Hampshire, and his name is Steve Morgan, he is a great guy to deal with and has provided me with plenty of otherwise unlocatable parts. His prices are commensurate to almost all other parts people and sometimes has great deals. If you email him he is great on sending an answer back. I have never had a problem doing business with him and would encourage any and all to try him first before buying elsewhere...

vent69,
I had this same problem on my 95 wth the switch cover on the drivers door which covers the window and mirror switches. It had the same rubber coating on it as well. The previous owner had does a respectible job a scraping it up pretty good. I ordered a replacement from GM and what I got was a plasic piece with a similar color plasitic, but does not have the rubber coating on it and that just fine with me.
