Coolant Level

I was hoping to clarify what the proper level of coolant should be in the holding tank. Reading posts people talk about having to remove coolant to add water wetter. Should the tank be full to the top when you remove the pressure cap. Mine is normally 1/2 to and inch below bottom of the filler. If I fill it and drive for a week, it will be down again, I dont think I have a leak because it stays at this level. What have othere owners observed?

PS it is 90 in Portland today, its like southern Ca !!
