Not absolutley sure about the 79's, but if they had the timer circuit, that's likely the issue....it's behind the glove box on the 80-82's, I'd guess it's the same on your 79. Pull the glove box out to get to it, it's tons easier than trying to do it with the box in place. It's typically a small orange plastic box. You can by pass it with a jumper wire, and the lights will work fine. They'll just shut off immediately instead of using the delay.

Remove and Clean the contacts too,there bad to get a little Gump on them!!
