dash light help

hello all,

my dash lights seem to be dimming to much at night,could this be the dimmer/
headlight switch or the sensor that controls the brightness. i am leaning
toward the dimmer/light switch not sure but i think there should be some
dimming control but there it is rotary but does nothing is not. need to be
sure before i start buying parts.

The photocell could possibly be going bad.
