defective amp meter

I have a question on the amp meter conection on my 75. When I bought my 75 someone had made a jumper from the battery to the fuse block for some reason. My amp meter never moves so I dont know if its broken or just not in line anymore. What I am thinking is that the amp meter burnt out and possibly this caused the main power wire to the fuse block to short out or disconnect the power to the fuse block. Therefore someone made a quick fix by jumping directly from the battery to the fuse block.

Could this be a possibilty ???
I am not real good on electric problems so any help will be appreciated.
 
resto, i think you may be on the right path. my wiring had been butchered , but the amp gauge is on a main feed. black wire that goes to the starter power
