Different Headlight Problem Sort Of

I have read the other headlight problems where the lights go on but the doors don't open. my problem is similar but if I turn the engine off and turn heads lights on manually they work fine then I turn the engine one and everything is OK and they turn off and the doors close when I turn the engine off. I have the twilight system on I haven't tried turning it off and seeing how things go but that is my next step.
Anybody had this problem.
 
I am a bit confused and don't understand the problem. Could you please describe exactly what is happening and what you would expect to happen?

Keep in mind that the twilight system allows you to adjust the delay of the lights turning on and off for up to like 30 seconds. On my 2000 the lights don't actually turn on with the twilight system activated, until I release the emergency brake. Would this explain what is happening to you? - Ron
 
The twilight sentinal senses the darkness and turns the lights on automatically. this is an option in the US but standard in Canada.
What is happening is that most of the time and not all the time when it is dark enough to turn the lights on automatically the lights go on but the doors do not open. I can turn try to turn the lights on and off manually until I get a cramp in my wrist while the engine is still running but if I turn the engine off and turn the lights on manually they turn on and the doors open right away. I start the engine and the lights stay on with the doors still open. When I turn off the engine the lights turn off and the doors close just like they are supposed to.
Update to the twilight sentinal, this option can not be turned off on Canadian production vettes.
