Drive side storage bin?

All the 96 guys: Why did Chevy remove the driver side storage bin in 1996?

I have been wondering since i have been looking for a place to hide my CD Changer. It was mounted behind the driver seat by previous owner, but i'd like the back area clean(more original)... it doesnt fit in the passager storage bin, so i decieded to see what was under the driver side area... and to my surprise this (see picture). I am not exactly sure what it is, it says Bosch on it(LR, RF) so I am thinking, spark plus, fuel injection, but couldn't find anything in my repair manuals. Or maybe something with the wheels or breaks? Is it the ARS?

Can anyone clue me in as to what this is? What it is doing here? and why was it moved from all the other C4's to here in the 96? It just doesn't make sense.

I think it is for the ASR... BTW, they got rid of that storage area before '96, because my '93 didn't have one either. I am taking an educated guess that they got rid of the storage area starting 1992 when ASR first came out.

asr control box, looked in my service manual. It says not to put anything in the box, and warns against electrical component installation in box spicifically. I was planning on doing the same with the changer until I read that.
