Drum brakes partially seized..

I don't have a corvette problem this time but it's very close and need some help. I have a 67 Cadillac Coupe DeVille with 30K original miles. Hasn't been driven for 2 years and normally when I drive this after siting all winter is put in gear and in a few feet I'll a big clunk and all is good. This year I drove it and no clunk but its partially seized and the brakes work when I apply them. Should I still try the BF hammer??

When I drove it out of garage and down the road, you can hear the brakes binding and rubbing but the brakes still worked when I applied them.
I'll check the diaphragm also..
