Erratic Fuel Gage

For the last month my fuel gage has been acting erraticly. I have a 2000 that the needle will stay on full when the car is started. Eventually it will slowly drop down and stop either at the correct level or higher. Sometimes it will drop to about 7/8 of a tank, stop for a while and drop again. I have added techron the last two fill-ups, but it still is not correct. Could the sending unit be bad or going bad? Are there two units, one in each tank? Thanks for any help.
