Sure enough ran out there checked fuse box behind pass. door. Very dusty and the fuse for rear lites marked 10 amp had a 20 amp in it that was blown. Stuck a 15 amp in which was an extra in glove box and so far the lites work great. A few theories would be moisture somewhere since it did not blow on lite up several times. The other owners did increase amps for some reason or possibly all they had as stock on hand. Should I clean out the box and replace all fuses? My heat also blows but not cold and I do research these for previous posts and found things to check like heater core hot(mine is). Behind dash door stuck (have not checked yet) and Delco digital controller check which I can not get to go in diag mode. Anyways the other question could I have a fuse out for the heater? I noticed big silver box type fuses for defrost and stuff but probably just for fan? Which my fan works just blows cold and AC blows very cold thankfully. Also I had fuse missing for security and one other thing that semed minor. Vats one was in and looked good which I worry about. Thanks again everyone I hope one day I will have enough Vette knowledge to help people.
 
The fact that it was overfused by the previous owner is not a good sign.

The good news is you found the immediate problem and you know the circuit in question. Get a box of 10 Amp fuses, put one end and keep the box handy. You need to trace the wires as best you can. Especially examine where the wires go through bulkheads and so forth. Anywhere that the wire could be rubbed bare.
