exhaust question on my 90

back in oct/nov i replaced the exhaust on the car. i went with a high flow converter, as i was told i could eliminate the precats that way. took the car to inspection and failed as the no level was too high. should i go back to the precats and regular converter or does anyone have a suggestion on how to lower that level? thanks for any help.
 
make sure the car is good and warmed up. I have seen plenty pass w/ out pre cats

Exactly. Go very a "spirited" run with the best gasoline you can find before you take it in for inspection. Have the motor good and hot with all the cobwebs blown out.
