Front bumper/fascia question

Does anyone have this?--- My front bumper/fascia looks as though the bumper 'sagged' inbetween its frame member on the top surface. It doesn't look straight across and smooth. It looks like it melted and is sagging or bent inwards, as if you pushed in on it and it stayed in that shape. I bought the car as is, an '85 only 41K and it looks clean as a whistle. Did this happen to anyone?

I have seen that on some of the older C4's and ALOT of the Camaro's from that era. My 89 isn't doing it (yet) and hopefully won't.
