Here are my results. I think 14 is what it should be. What do my numbers mean? Could this be causing my hesitation and running rich (sometimes)?

Front of car working back
Passenger side: 12, 17, 17, 17
Driver’s side: 17, 17, 14, 17

At least most of them are doing bad at the same time.

I also think my battery is going out. I’m going to replace that sometime but it’s working for now. Would that cause any of these reading to change?

Had a simular problem, went to the dealer, (big mistake), told me all my injector were bad, wanted $1600.00 to replace them. Bought Accel injectors from Summit Racing for $238.00. Spent a Saturday afternoon changing the injectors, Car runs great now. My injectors Ohm'd out over 15 ohms but failed leak down.

Those resistance readings are not that far off. If any of them are causing a problem it's the low one.
Old injectors may be leaking down, does the starter run a little longer after it sits a while?
Get a fuel pressure gauge, hook it up and see if it holds pressure like it should.
I had a leaker and Redline fuel injector cleaner fixed it right up.
If you decide to change injectors there are a lot of places selling take outs for decent prices. I've seen used LS1 injectors for @$100 a set and they say they will work in L98 systems.
