HARD steering...

My '76 is almost impossible to turn at a standstill...it has plenty of power steering fluid in it and has been bled...but is still hard to turn...it is easier if you rev the engine slightly...is the pump weak and about to go out?Thanks!
 
If you don't see any leaks (hose fittings, control valve, power cylinder) anywhere, it's probably a worn-out pump.

I am sure you checked to make the belt is not slipping. If you are lucky it could be as simple as a loose or worn belt.
 
The control valve has some fluid on the outside...don't know if it was spilled or leaked out...are they easy to rebuild or should I just buy one?Thanks!
 
Could be an internal leak in the power assist cylinder
