Headlamps

The headlamps on my 77 vette need help. When I turn the headlights on, the right headlamp pops up after about 15 seconds and then the left one pops up. When I turn the headlights off, the headlamps stay up...I have to manually reach under the hood and release them individually so they will come down. Is there a easy and inexpensive fix to this?
