Check your hoses, and also make sure your connections are tight. My issue was that once I knew the actuators were good, the hoses didn't fit the fittings very well.
Do you have a hand held vacuum pump? If you do, it is fairly straight forward to trouble shoot the system. It sounds like the control circuitry is working correctly, but the vacuum supply circuitry may be the culprit.

No hand held vacuum pump yet, heading to purchase one tomorrow.
I did put a vacuum gauge at one of the actuator ports and then at the pull-down-switch > vacuum was the same but by no means was it a proper diagnostic test.

At least I'll know what does what in the system and how to properly go through the system.
