headlight vacuum relays

I ran across a post about a month ago that lead to a how to on rebuilding the vacuum relays. I have done a search and can't find it. I am hoping someone out there can help me. My buddies C-3 has a bad one and we are currently running on just the one and it is borderline. Thanks in advance Charlie.
