Sorry I missed this and that no one here, has been able to come up with a solution for you. To be honest, I've not heard of this issue. You are right, the headlights should work whether the ignition is on or off....mine do.

Let's keep this to the top and see if one of our experts see it and can help you out.

Hi there,

Headlamp alignment is the single biggest issue with motor assemblies and them popping back up.

If for some reason, your linkage, motor mounting location or anything else is not correctly lined up, this could occur.

Now, that being the case, I would most definately start with checking the white bumper stops on the actual linkage itself for any wear and or missing ones.

That would be my first suggestion. If you have already installed the washers on the assemblies, then that part of it is not applicable.

If it was not tried, I would go there first.

Those were the same things I suggested to him Paul. He says that the problem was present before he changed the gears. I'm still working with him over at DC.
