Heater Fan Switch

On a C3, the heater switch has four positions: Off, Low, Medium and High. The High position on mine is Off. Is this normal? I was thinking that the High position on the blower is not working. Is there something wrong with the blower? Can anybody advise me what is correct?

The HI position on the fan switch should result in the fan running at max speed. Check out the resistors in series with the blower.
 
Had the same problem with my 79. Took the switch out, took it apart, cleaned,repaired contacts. Works fine now just a PITA to remove
 
Could be the blower relais, it's in the enginebay on the passengers side against the firewall.

If it's like a '72, the high blower relay on the evaporator case in the engine compartment is fed directly from the horn relay by a 12-ga. red or orange wire with an in-line fuseholder; that fuse is the first thing I'd check. That wire's only function is to feed full battery current to the relay (and blower motor) when the switch goes to "HI".

I checked the switch one more time and there is indeed three speeds operating. However, oddly when the switch is pushed to the right this is the off position and is contrary to what the face plate says on it. Anybody know why its reverse?
 
Mystery Switch.

Does your car have "Astro Ventilation"? If yes then the fan motor will still run in "OFF" unless the left thumbwheel is all the way up.

OFF LOW MEDIUM HIGH are the positions. Your "HIGH" is "OFF" because of a bad fuse. The one mentioned before it feeds the relay. The fuse is on the drivers side kinda near the master cylinder.
