If that seal is leaking, then the others are leaking too for sure--air is getting in where it shouldn't no doubt--and messing up the idle. Rebuilding the carb will fix it. It's not that hard, just go slow and lay everything out in the order it came off.
I've gotten them at Carquest and had no complaints; everything is in there. You'll need a couple cans of carb cleaner and a nylon brush. There's only a few parts inside; they're just a bit tricky to get back in--but they will go eventually.

That's a good link--it looks a little scary in the black&white images though--kind'a like the 'tear the engine down' section in Chilton's. 2 hours for a dirty carb and a beginner, 20 minutes if you've done it before.
Memory like an elephant here. From your other postings, it sounds like it's a good weekend to rebuild that carb. You will be very pleased with the results. It's easy.
Get the numbers from the driver's side of the carb near the rear (stamped vertically on the rib); you'll need them to get the right rebuild kit (it may or may not be the original carb).
I really bet the float is bad and that is why gas is coming up around the accelerator pump shaft. That would also explain the idle problems. Strongly recommend you purchase and install a new float along with the carb kit. The composite plastic floats used in Q-Jets are the #1 reason for problems with the carbs. I always replace the float everytime I rebuild a Q-jet. The two types of plastic floats used are those that have failed and those that are about to fail.
