hood hinge - bolts fell off while on expressway

So I see my hood start fluttering near the front passenger hinge on the way home. Come home and the two bolts holding hinge to hood on passenger side just fell off. They were both sitting there on top of the radiator, luckily. I reattached and it feels pretty tight but what should I do to keep this from happening again or what is the cause? I assume they could be stripped out? Only time hood ever came off was when painted four years ago to my knowledge.

I would just torque them down and check them occasionally. Maybe they werent tightened properly when the car was painted
