Question: Horn / Alarm Operation??

I'm still in the process of fixing my "no blow" horn. I'm having problems finding the "horn switch" (AC Delco part no. D1774A). My question is: if the HORN SWITCH / CONNECTION mechanism in the steering wheel is broken, will that prevent the "horn relay" from working. I'm asking this because after setting the "security alarm" using the power door lock switch and opening the door from the inside while standing outside the car, I was told the car alarm should go off, but it doesn't.

Switches in the steering wheel will have no affect on the theft operation of the horns. There are 2 fuses involved 5amp LCD fuse in the main fuse block and the 15amp theft fuse in the aux block, both will stop the horn from blowing. The horn relay is also suspect as are the horns themselves. I highly recommend a FSM.
