Horn gets stuck

I have a 1997 Coupe auto. My horn is getting stuck. If i wiggle the steering wheel it stops. I took my car to the dealer and they told me that i had to replace part # 10407331 and it costs $750.44 with parts and labor. Two questions. What exactly is part 10407331 i know its a module but what does it do. I ask because i have an extended warrenty and they dont cover it. and second it sound like its a bad contact or something not a module. Any help would be greatly appreciated. Thanks

This is the air bag module that is the part number indicated.
I would have this checked further.
