You better double check ont he waiver part. The State of IL. does not like to give them out THAT Easy. I heard you need to show improvement and have spent quite a bit of money.. TRUST ME. my Friend spent most of last year getting his 84 to pass, They did not just hand him a waiver after 3 attempts..Edmond said:I went to test anyway because if I keep showing improvement after all 3 eligible tests, I can get a 2 year waiver. I'm still hoping to pass on the last attempt, which will probably be in a week or two.
I'm going to change out the fuel filter and check the EGR solenoid.
You can also pay $20 just to have it tested and it does not count towards the 3 tests.
Striaght from the Il EPA:
Q. What is a waiver?
A. A vehicle may qualify for a waiver for the current test period if it has failed a least two tests and fulfills all of the waiver requirements listed on the back -of every Vehicle Inspection Report. Very few vehicles qualify for waivers.

Repairs have been done on my vehicle, but it still does not pass the emissions test. What can I do?
Contact a Customer Service Representative at any emissions test facility regarding the following:
- You may be eligible to apply for a waiver if your vehicle has failed two or more emissions tests, has shown improvements over the initial failure in the most recent test reading and you have spent at least $450 on emission related repairs.
