I need help with exhaust and headers!

I have finally begun saving up money for the first time since I bought my car one year and a half ago. I am looking at spending around the 1,500 range (I am flexible) on **California legal** exhaust and headers. I care much more about performance than about sound and look. I have looked through past forums and still have no idea what to do. Any suggestions?

Only info I've ever seen saying you can use anything other than shortie headers in Cali.
