Question: IAC motor travel

checking (cleaning) the IAC solenoids today but have no or little travel engaged. I can feel the buzz of the solenoids but no movement. I can't move them manually either are we supposed to be able to. It idles rough but manageable. question is should I buy new or do they just move minutely.:confused
Also if I buy new where and what kind any suggestions ???
