Installing a new license plate filler on my 2001. HELP !

I’m installing the filler on my 2001 Coupe for the first time and it seems to be off a bit. Do I need to cut out the top of the bumper to accept the tab on the filler? That looks like what I need to do but its hard to muster the courage. Any info would help. Thanksconfused

You shouldn't have to cut anything, the tabs should just slide right up into the facia.
