installing steering wheel

Ok, put in a new ingnition key cylinder but when trying to put the steering wheel back on we are unable to put enough pressure to put that lock clip (the little horse shoe looking clip)back on. Seems we cant get that spring pushed back far enough to put the clip back on. I have the service manual coming but is there a trick to this thing?

We used the steering wheel puller to get it off but I have never done this before but must be missing something. Any help would be appreciated.

I made the same mistake on a 1976 Corvette steering wheel, many bad words later, I found the solution.

There is a tool for it that you could get from, Autozone, Advance Auto Parts, etc. I will include the picture and product name.
