Intake Manifold Gasket Replacement

Had a coolant leak at the intake manifold. I tore it down to the point of removed plenum, runners, and fuel rail, and it turns out a couple of the manifold bolts are loose.

Couple questions come to mind: Should I just torque down these bolts and put it back together, or should I tear it down and replace the gasket since I'm nearly there? (probably the latter).

Second, how do I prevent this from happening again? I replaced this same gasket myself 11 years ago, and I distinctly remember following the torque specs and torque order for the bolts from the GM Service manual. Should locktight be put on these?
 
Did you have to take the valve covers off to get access to the lower bolts on the runners?
 
I had to take off the driver's side cover, but oddly, not on the passenger side.
 
How did the gasket on the valve cover look?
