Interior Piece Removal on a 1989 Corvette

The rear light on the hatch is not working in our Corvette. The panel that goes over the wiring running in the interior over the pillar behind the seats appears to be stuck in place even with all the screws removed from it. Has anyone taken this piece out and can tell me what is preventing it from coming out. I did not take the interior light out that is on the panel yet.

You will need to remove the light. Start by removing the lens. Slip a small screwdriver under the rear edge and pry gently. The lens will pop loose. The bulb and reflector can then be removed by slippling the screwdriver between the reflector's upper edge and the surrounding panel. Once you pop the housing out you will see a screw that was hidden under its lower rear edge.
 
Yeah we got it out its a matter of figuring out why the damn light won't light even with it saying it's getting voltage and has resistance (Yes we've tested the light bulbs and they all light up).

Check for the ground side of the circuit (bulb socket case). It may not be making contact to ground or 'return.'

ditto.........You may show voltage from the "hot" wire to whatever you are using as a ground spot. Are you measuring across the socket or to a different ground?
 
We are measuring to across the socket and to a different ground. The problem we're having is that when we put push the brake pedal and put a load on the circuit the voltage drops to 2 or below.

That almost certainly indicates that the ground is bad, whereever it is. The problem isn't so much that the source is bad but that the drain (ground) is bad.
