IS $39,000 for this 69 427 a good price?

You could say the price is good for the seller. Looks like a nice 69. My question would be why put this car on eBay?

If the car is as advertised, it's a really fair price. The rare motor makes all the difference.

Can anyone recommend an inspector / appraiser near Ventura, CA?

No disrespect, but the ad and pictures say they match without actually proving much. Notice the ad specifically does not say the engine is original, although the dates are in line with the VIN.

Also notice the ad does not say the side pipes are original. Since all 69 coupes had shoulder belts, why list those as an option?

I am not saying the car is not what it is said to be in the listing. I am saying not to take for granted everything you read in a seller's listing.

In looking at the Corvette Black Book at the engine casting number, it shows that the 427/400 casting for '69 should be 3935439 or 3955270.

The Black Book shows the seller's listed casting number (3963512) as being a 454 cid engine from 1970.

That's correct - the 3512 block was used in 1969 (in later cars) in addition to the 439 and 270 blocks.
