That description is the usual "creative marketing" :eyerole . He's quite correct that the outlet and spacer were used on L-88's, but fails to mention that the same outlet was used on thousands of other earlier Corvettes, and so was the spacer. "Marketing, son, marketing - that's where the real money is..."
