Well, that might be part of the issue; at some point the fobs were changed, and I can never remember what model year was the transition. If the fob does not have a little ON/OFF 'slider' on the face of it marked "PASSIVE," it's probably the wrong fob for a '98.
Assuming you've got a compatible fob, it sounds like you're somehow bypassing the first option ("FOB TRAINING") and getting to the second option ("TIRE TRAINING"). The instructions in the '98 Owner's Manual (p. 2-11) say, after using "RESET" to clear any DIC messages, then scrolling to a blank DIC display with the "OPTIONS" button, to only hold down the "RESET" button for
two seconds (vice three) to get to the "FOB TRAINING" option. I don't know if that extra second is making the difference, but if you still end up at the "TIRE TRAINING" option, I think (at that point) that you can alternate between "FOB TRAINING" and "TIRE TRAINING" by punching the "OPTIONS" button again --
before hitting "RESET" to begin the 'learn' mode.
