While I'm putting together a list of things to address come spring:
Is there a "usual" or most common cause of slow power-window action? Driver's is slow,while passenger's takes seemingly an eternity, especially going up. Tired motors, maybe?
 
Slow windows

My Corvette hasn't had this problem (yet) but other cars benefited more from finding the friction points and addressing them than from doing motor work. Once the door liner is off, check for hardened grease, loose or misaligned 'regulators' (the contraption that makes the window move up and down in a roughly even keel), and especially worn guide pads (they can scratch the glass too).
But do get a voltmeter and make sure there's good voltage at the motor - when the window is being operated. If there's low voltage, clean up the leads at the window controls and pull/replace the fuses to make sure their contacts are OK.
 
Yup, I have the same issue, hmmm same year.

Mine are slow, I had the drivers side panel off and cleaned and greased things, but it did not really help. My guess is tired motors.

Window Ribbons

There is a white "ribbon" that is sold in the catalogs like Mid America. Is this something that can deteriorate and case slower up time? My drivers side is slow as well...

I replaced the driver side power window motor, in the process I found a lot of grease/dirt mixed in the rails. This could be a factor in your "lazy window".
