Leaking rear axle seals

1962-Rear axle seals leaking. I have put new gaskets on the retainers, and new "O" rings on the bearings, and coated the housing where the bearing rides with silicone sealer, and they still leak oil on the backside of the tires. What am I doing wrong? Is there a seal I'm missing?
 
I'll guess you have a problem with either..
1) Incorrect parts
2) Plugged vent in axle housing with pressure buidling inside the axle as the lube heats up
3) the axles having grooves worn in them by the seals.

I know there's people here with a lot more C1 expertise than I and hopefully they can add to my guesses.
