Loose wiper arm

Has anyone else experienced this? I had an annoying intermittent rattle coming from behind the dash. It seemed to be getting more frequent over time, so last night when I pulled into the garage, I crawled under the steering wheel and started poking around. Unable to find anything loose, as a last ditch effort, I popped the hood, and looked around. To my surprise, when I grabbed the wiper post on the drivers side, it moved... a lot! I pulled up on the wiper post, and the bolt that holds it in place moved up, about 3/8". I tightened it up easily with a socket, but this seemed odd to me.

Anyone else ever experienced anything like this? After 63k miles, do I need to put a wrench on everything to make sure the screws, bolts and nuts don't back out? Any opinion on whether I should throw some locktite thread lock on this bolt?

There should not have been loctite on this bolt, but correct torque will allow it to remain tight.
