LT4 LT4 cooling problems

I have a 96 Grandsport with a LT4 the cooling fans dont come on at all. At first there would only come on when it would start or put on the AC. Know lookinf around better i found that the two fans do not work. I replaced the temp sender in the block and also replaced the relay (black) on the left side of the radiator and still no fans. can any one help.
