OBDII Code Question

My '96 CE-LT1 runs rough at idle after warm up--then smooths out for a while. All temp's normal. MIL/Service Soon light was illuminated. Scanned with Auto X-Ray Scanner and found the following trouble code: "P0151 TROL CIRCUI LOW". Can't locate this code in the ECM Code list I got from the CAC, and don't have my Service Manual yet. MAP Sensor read between 11 and 14 hg, air flow rate between 1.02 and 1.26 lb/min. I was hoping one of you might be able to shed some light--only data I thought to be odd from the scan was Oxy Sensor 1 had wildly fluctuating reading between 0.130 to 0.750V--other Oxy Sensor voltage readings were fairly stable, although the Sensor 2 readings were just under the 0.9 "rich mixture" level (data obtained while engine was at idle). P0151 is O2 Sensor Circuit Low (Bank2 Sensor 1)
That's the passenger side(Bank2) first sensor (Sensor 1) right after the exhaust manifolds before that cat.
