oil in every cylinder, oil pressure pegged all the time, motor rebuilt 2 years ago, motor was rebuilt before i owned it
need some help I'm thinking the oil pump but i would like other opinion

You say "oil in every cylinder"...can you be more specific?

When you remove the spark pliug(s) does oil run out of the spark plug hole?
Or, maybe, the spark plugs are oil fouled?

When the engine runs, do you get oil smoke out the exhaust?

You say "oil pressure pegged" all the time...that could be a faulty gauge. It also could be an oil pump with a faulty pressure relief valve.

What kind of oil do you put in the engine?

The car runs plug are just fouled as for the gauge it works fine, oil is 10w40
no smoke to speak of
