painting fiberglass reinforced concrete

I am going to be painting the garage floor in my new shop soon and have noticed they used fiberglass in the concrete.I asked them not to but best I can remember he said he would seal it so the hairs would not raise up,well they are standing at attention.How can I get a slick finish on the floor with this fiberglass in the concrete?
 
I had great results with UCOAT. First acid wash. Then two coats of UCOAT. Then the finished "gloss" UCOAT coat.

Doubt any hairs could stand up to that.

Some spray-in truck bed liner companies will also spray cement. They have many colors besides black.
