passenger seat latch

Has anyone else ever had the enertia latch on passenger seat lock up? I can"t get it to release to fold seat down.I think it is supposed to work like a seat belt enertia.GM no longer has replacement hinges nor Ecklers.

Many times...just use a small screwdriver to un-do the latch. Sometimes these things just like attention.
