Anyone here have suggestions for the best places (internet or magazine) to adveritise for the previous owners of a specific corvette?

The car I'm looking for information on is a '63 Coupe that I'd like to find any previous owners who might know the history and originality on.

Can anyone tell me how you can get info from motor vehicle on your car's history? The past few times I've tried, they've told me that they can't disclose that information. Am I doing something wrong, or does it vary according to state? I'm in MD and trying to get details on my '59.
