A bad egr on an 85 would only set a code for the electrical control circuit of the egr, if the valve is not opening or the passage is plugged it will fail the emission test without illuminating the MIL. An OBDII car would likely set a code for such an egr failure since they monitor the O2 sensor for change when the ECM calls for egr.

I live on LI, when I went to get my 86 inspected it failed because they
couldnt get a valid emission reading, it kept reading "no emmisions" you
would think it would pass a NYS inspection, but no I spent almost the whole day. These pr*cks only wanted to sell me, worst they removed my still valid inspection sticker!. I left frustrated as hell, because my car runs great!
I went to my local autoparts (NAPA) , not Pepboys (usually they do not have a clue) they directed me to a shop that deals with performance cars &
Vettes 20 minutes later I left with an inspected car.
