Programing key fob remotes

I have a 1999 convertible. Yes it has the passive key system. When I get into the computer in the DIC and go to Fob Training, it tells you to press the UNLK & LK button on fob #1, it will program #1. Then it tells you to program fob # 2 and hold the UNLK & LK buttons and after 15 seconds it programs. Then it does the same for #3. When done turn the ignition off. Then test the remotes. Fob # 1, works. Fob # 2 does not work and Fob # 3 does not work. So then I though, well I'll start over and start with fob #3 first. Go back into the DIC, go to Fob training and start the programing again. Program # 3 first, fob programed. Then program # 1, fob program and then program fob # 2, done. Turn the ignition off. Test the remotes. Fob # 3 works. Fob # 1 does not work. Fob # 2 does not work.
It appears that the computer will program all the fobs while in the DIC, but once exit the training it only retains memory of the 1st fob. It does not matter which fob I start with, only the 1st one works.
Anyone have a solution to this mystery?
